Which API could handle distribute a outlook form to all mailboxes?

Hi 

Now I have a outlook form, its file extension is .fdm, and I can import and install it in my outlook, then publish it, copy it to one folder, so it will become a message with outlook form.

My questions is, if I am administrator, how could I use API to distribute it to all mailboxes? Since Mapi/CDO has been dropped by Exchange 2016.

And I don't want to use publish forms, like organizational forms, because it still need every mailbox user to join this operation(choose form->copy it to one folder)
