More Throttling Policy Questions

Hi All --

I have a quick question about how a specific Exch 2013 Throttling Policy works:

EwsMaxBurst

The docs say: "Defines the amount of time that an EWS user can consume anelevated amount of resources before being throttled. This is measured in milliseconds. This value is set separately for each component."

What does "elevated amount of resources" mean? An amount in excess of the account's policy setting?
