Exchange Web Services API capabilities

Hi,

I'm trying to evaluate the capabilities of the Exchange API but haven't been able to find answers to the below questions. Appreciate if someone could explain or give me pointers to these specific features I'm after:

1. Create a Contact/User in the global address list
2. Search for calendar entries based on attendees who are part of the domain and/or outside the domain
3. Read all calendar entries (within a time frame) without impersonating individual domain users/mailbox owners
