Ex2013/Office365 Public Folders and PR_DISABLE_PERUSER_READ

It seems that Ex2013 is blocking changes to PR_DISABLE_PERUSER_READ from extended mapi.

I can open a pf mailbox with admin privilege without issue and can change most other attributes.

However, when attempting to change the per-user read attribute, i receive MAPI_E_NO_ACCESS.

When i look at PR_RIGHTS i see i have full permissions to the folder (0x7FB).

When i change this attribute on an Ex2010 or earlier version of exchange, such works without issue.

The odd thing is that such value can be modified using powershell or the ECP.

Can a reason be given as to why modification via mapi is not allowed?

Can a mapi-only workaround be given?
