Active Sync wont connect

I have 2 exchange 2013 servers with DAG on both DB’s. using Microsoft clustering for all inbound traffic. When Exchange Server 1 is Primary everything works fine, but when Exchange Server 2 is Primary Active Sync wont connect but if you have a phone with active already setup everything works fine.
