App for setting up Exchange in Office365

I would like to build an app which can set settings for an Office 365 tenant such as Outbound Connectors, Connection Filters, Rules.
I already know how to perform these task using PowerShell.
I would like to know where these kind of applications should be published, I think a good place is http://exchangeonline.pinpoint.microsoft.com/. It's correct?
Is any tutorial available about how to publish and what requirements should be met?
